Who started it: Well British started taxing the boats after Hone Heke already was taxing the boats and the British weren't responding to Hone hekes letters. so hone Heke retaliated and chopped down the flagpole in Kororareka (Russel) and another reason was because he noticed the united tribes flag wasn't flying with the British flag.
